General
Bylaws – We intend to adopt bylaws so that we can receive grants to get more work done. This is a step toward becoming a non-profit 501c3 organization, which gives us more abilities.
Officers – we currently have a president, a treasurer, and a secretary. We used to have at large board members. In order to submit our bylaws, we will need 6 board members, with 4 as officers, and 2 at large.
Action: Nominations are open (self-submittals welcome) for Vice-President, and 2 at large seats. These people will assist the board in running meetings and coordinating committees. Elections will occur at our January meeting, with the first action of the new board being adopting by-laws.
Chris will send an email about the nominations and elections, and the bylaws for review.
Traffic
Sidewalk at 613 Meridian is complete, should make walking to market and downtown safer.
Two neighbors came to say that Carlton Road is very unsafe, speeding cars and trucks, many wrecks, only 2 speed limits signs. Ask what can be done?
Make immediate request for speed limit signs, maybe ask sign shop?
Prioritize Carlton in next CIP. Already have plans for narrowing intersection of Carlton and Monticello Road – check when next CIP.
Note: The bush at the corner of Carlton and Mont. Has been removed by the City zoning office.
Items to check with Brian Haluska in absence of traffic engineer
- Can we install a mirror at Monticello Rd. end of Douglas
- Belmont Park plan
- Status of plan for speed humps on Monticello Road
- Can we add 2 stop signs in downtown Belmont (Hinton/Monticello Road)
- Can we make a 2-way stop a 4-way stop at Rockland and Rialto
- Are there or were there plans to build sidewalk on either side of Tufton on Monticello?
Development
Newsletter – Still have lots of Summer newsletters since little help distributing. Considering bulk rate mail after we get 501c3 status.
Refrigerator magnets with our website, PO Box and meeting time are in – need help distributing – with newsletter – door to door. (Mare, Hal, John, and Jeph take some for their streets)
Bat boxes can be ordered for $35
There is a new web address, and the newly designed website should be ready in the spring. For now both the old address and www.belmontcarlton.org will get you there.
Mare Hunter is in front of the PC for a rezonig that would give her ability to operate a hostel/guest house in two units on Sonoma Street at Monticello Road. She rents the buildings (does not own them) and is seeking permission for u to 2-week stays, which is not the same as SRO or rooming house rules. This is the only use the rezoning to B-1 would allow. Any concerns or support, let her know. Planning Commission November 22.
